Boreal is an initiative designed to improve the European Union's ability to promote European Citizens' Initiatives (ECIs) through the use of participatory processes
What is an ECI?
With our experience leading and collecting over 700,000 signatures for our National Initiative 'Extraordinary Regularization of Immigrants' in Spain, we saw firsthand that the involvement of over 900 Civil Society Organizations (CSOs)—from local to transnational levels— was crucial to success.
Now, we want our solution to become the go-to solution every time an ECI faces the challenge of the signature collection phase.
ECI steps to have a successful end
From an Idea to an Official Initiative
A citizens' committee (7 people from 7 EU countries) submits a proposal to the European Commission for approval.
Collecting One Million Signatures
Organizers have 12 months to gather 1 million signatures from at least 7 EU countries, meeting national thresholds.
Submission and Political Impact
If successful, the initiative is presented to the European Commission and European Parliament, where a decision is made on whether to act.
